Mr. Maximillian Makungu is a Senior Systems Administrator supporting systems administration and technical infrastructure at the Centre for Virtual Learning (CVL), University of Dar es Salaam (UDSM). He has more than 18 years of professional experience at UDSM, with expertise in ICT systems administration, internet network management, technical infrastructure, and digital learning support.

Mr. Makungu holds an Advanced Diploma in Electronics and Telecommunications Engineering from the Dar es Salaam Institute of Technology and a Postgraduate Diploma in Electronics and Information Technology from the University of Dar es Salaam. He is also registered with the Engineers Registration Board (ERB) as a Graduate Telecommunications Engineer.

His professional expertise includes systems administration, internet and network administration, graphic and multimedia design, technical infrastructure support, and development of educational multimedia materials. At CVL, he contributes to maintaining reliable ICT systems, supporting online learning platforms, resolving technical challenges, and ensuring the stable and efficient delivery of digital learning services.

Mr. Makungu has undertaken several international professional training programmes in multimedia and telecommunications, including programmes at the University of Colombo, Multimedia University, the Centre for Excellence in Telecommunications Technology and Management, and the Pan-African e-Network Project.

He is also recognised for his contribution to the University of Dar es Salaam's 50th anniversary celebrations, having won the 2010 slogan competition with “Advancing Knowledge, Creating Futures,” which was adopted as the University's golden jubilee slogan. His professional interests focus on ICT infrastructure, systems administration, networking, multimedia design, and technology-enabled education.
